SIM Card or eSIM at Istanbul Airport: Tourist Packages, Prices and the IMEI Rule

How to get mobile data when you land at IST or SAW: Turkish operators' tourist packs and what they cost, why you should set up a travel eSIM before you fly, and what the 120-day phone registration rule means for visitors.

Having data the moment you land in Istanbul makes everything easier: messaging your driver or hotel, maps, translation and ride apps. You have four realistic ways to get online: a travel eSIM bought before you fly, a Turkish tourist SIM or eSIM from one of the three operators, your home roaming plan, or free Wi-Fi. Each has a catch, and Türkiye has two rules that surprise visitors: a block on many eSIM apps and a limit on foreign phones used with Turkish SIM cards.

This guide explains your options at Istanbul Airport (IST) and Sabiha Gökçen (SAW), with prices as of October 2026.

Türkiye is not in the EU, so EU roaming rules do not apply; check your own provider's rates.

Buying a SIM at Istanbul Airport

Turkcell, Vodafone and Türk Telekom all sell tourist lines in the arrivals area at IST, landside after customs, and travel guides report the same at SAW, in the international arrivals hall just after baggage reclaim. You will also see multi-brand resellers; buying from an operator's own branded shop is the safer choice.

To buy one you need your passport: tourist packs are only sold with a new prepaid line registered to a foreign passport. The staff register the line and set it up for you, which usually takes a few minutes if there is no queue.

Tourist package prices (as of October 2026)

OperatorPackageListed priceWhat we could verify
TurkcellTourist Welcome Pack: 20 GB, 200 minutes, 28 days₺1,800Official campaign page, valid until 31 December 2026
Türk TelekomTourist Welcome: from 10 GB / 7 days to 50 GB / 28 days₺320–550Official English page; it does not show the SIM or line fee and carries no date
VodafoneWelcome to Turkey pack: about 20 GB and 750 minutes, about 28 daysNot publishedWe found no official price; guides report very different totals
Listed package prices from the operators' own pages, checked October 2026. Totals at the counter can be higher.

Be ready for the price at the airport to be higher than the list price. The package price is not always the whole bill, because a new line can carry a separate SIM or activation charge, and several 2026 travel guides report airport totals well above city-shop prices; one quotes around ₺2,500 for the Turkcell pack at airport kiosks. Ask for the total in lira, including the line, before you hand over your passport, and pay in lira rather than euros or dollars to avoid a poor conversion.

Turkcell also sells its tourist line online with an eSIM option through its "Turkcell Tourist" app, within 90 days before or after your arrival. In-app activation needs a phone that supports eSIM and NFC and a biometric (chipped) passport; a physical SIM must be collected in a store.

Travel eSIMs and the 2025 app block

A travel eSIM from an international provider is the simplest option for most visitors: you buy it at home, install it with a QR code, and switch it on when you land. There is one Türkiye-specific catch. On 10 July 2025 the telecoms regulator BTK blocked access from Türkiye to the websites and apps of several international eSIM providers, including Airalo, Holafly, Saily, Nomad, Instabridge, Mobimatter, Alosim and BNESIM. Reports from August 2026 say the restrictions are still in place.

The technology itself is not banned. What changes is that you may not be able to buy, install or top up through those apps once you are on a Turkish network. So:

  1. Buy and install your eSIM before you fly, while you are still at home.
  2. Buy enough data for the whole stay, as topping up from Türkiye may not work.
  3. Save the QR code and activation details offline, for example as a screenshot.
  4. Check that your phone is unlocked and supports eSIM.

The 120-day IMEI rule for foreign phones

Türkiye registers every mobile phone's IMEI number. A phone bought abroad can be used on Turkish networks, with a Turkish SIM or on roaming, for up to 120 days without registration. After that it must be registered and a fee paid, or it is blocked on all three Turkish networks. For a holiday or a business trip, this does not affect you.

It matters if you are staying for several months. Registration is done through e-Devlet or by paying at a tax office and then visiting an operator's shop, and only one phone can be registered every few years. The fee is set every year and is high: reported at over ₺54,000 for 2026. If you are planning a long stay, check the current rules with BTK (hotline 120) or an operator's shop before you arrive.

Free Wi-Fi as a backup

At IST, the iGA WiFi network is free and unlimited. You can log in with an SMS code or, if your phone has no service, by scanning your passport at a Wi-Fi kiosk in the terminal to get an access code. Turkish Airlines passengers can also use TK WiFi. SAW has its own free Wi-Fi network too. Most hotels, cafés and restaurants in Istanbul offer Wi-Fi, but public networks are no substitute for data when you are out navigating the city. More on the airport itself in our Istanbul Airport guide.

Which option should you choose?

  • Up to about three weeks, mainly data: a travel eSIM installed before departure. No queue, no passport copy, no airport mark-up.
  • You want a Turkish number or lots of data: an operator's tourist pack. Turkcell's ₺1,800 pack with 20 GB is the best documented; buy it in an operator's own shop and confirm the total first.
  • A day or two, or a layover: your roaming plan if it is reasonably priced, plus airport and hotel Wi-Fi. See our Istanbul layover guide.
  • Staying for months: a Turkish line and, if needed, IMEI registration before the 120 days run out.

Whatever you choose, you do not need data to find us. If you book a transfer with Istanbul VIP, your driver tracks your flight and waits inside the international arrivals hall, right after customs at the exit of the baggage area, holding a sign with your name; see our meeting point guide. You can message us on WhatsApp over the airport Wi-Fi at +90 507 055 44 36, 24/7. We are operated by Regatta Turizm (TÜRSAB licence 10138), with a Private or VIP Mercedes Vito for up to 6 passengers and up to 12 suitcases, a fixed price per vehicle (IST to Taksim is $65 Private, $75 VIP), payment to the driver in cash and free cancellation up to 24 hours before. For your first day, our guides to money and exchange and public transport cover the rest.

Land, switch on your data, and meet your driver. Fixed price, pay on arrival.

Questions travellers ask

Can I buy a SIM card at Istanbul Airport?

Yes. Turkcell, Vodafone and Türk Telekom sell tourist lines in the arrivals area after customs. You need your passport. Expect airport totals to be higher than list prices, so ask for the full price in lira, including the line, before you buy.

How much is a tourist SIM card in Turkey in 2026?

As of October 2026, Turkcell's Tourist Welcome Pack is listed at ₺1,800 for 20 GB and 200 minutes over 28 days. Türk Telekom's English page lists packs from ₺320 to ₺550 but does not show the line fee. Vodafone does not publish a price we could verify.

Do eSIMs work in Turkey?

Yes, but since July 2025 the regulator has blocked the websites and apps of several eSIM providers, including Airalo and Holafly, from inside Türkiye. Buy and install your eSIM before you fly and buy enough data for the whole trip.

Do I need to register my phone in Turkey as a tourist?

Not for a normal trip. A foreign phone can be used with a Turkish SIM or on roaming for up to 120 days without registration. After that it must be registered and a fee paid, or it is blocked on Turkish networks.

Is Wi-Fi free at Istanbul Airport?

Yes. iGA WiFi is free and unlimited. Log in with an SMS code, or scan your passport at a Wi-Fi kiosk in the terminal to get an access code if your phone has no service.

Is it cheaper to buy a SIM card in the city?

Usually, yes. Travel guides consistently report higher totals at airport counters than in operators' city shops. If you can manage on Wi-Fi or a pre-installed eSIM for the first few hours, buying in town can save money.
